Klio for Ward 4

Ward 4 is one of the most diverse wards in the city with language, culture, working families– but elected representatives in the past 10 years do not reflect this demographic. Our platform was created for the people who keep this city running, who deserve a seat at the table, but haven’t had a local representative to give them a voice. With your support, I will represent ALL the folks in Ward 4 – not just those with money or business interests.

About Klio Stroubakis

Winchester has been my hometown since 2010. I graduated from Handley in 2015. Dedicated to public service and environmental science, I graduated from UNC-Chapel Hill in 2018 and worked for various federal agencies across the country until 2023.

The more involved I became in our city over the last few years, the more frustrated I became with some of our local leaders who were publicly ignoring residents’ questions and plights, which in part motivated me to run for Ward 4 City Council.

Today I am a teacher, a life-long learner, a musician, an activist, an organizer, and a neighbor.

People Over Profit

Winchester built for generations, not extraction and exploitation

FIGHT FOR REAL FOOD, REAL ACCESS

Since 2018, we have missed a full-service grocery store in Ward 4:
- Our tienditas and corner stores are filling the gap created by a lack of city leadership: keeping fresh, affordable, culturally familiar food accessible to working families.
As your city council representative, I will protect and actively support tienditas, corner stores, farmers markets, and independent grocers, worker-owned businesses and cooperatives

FIGHT FOR Public Transit, Sidewalks, and the Right to Move Through Our City

Winchester City public transit service was cut in 2024, making the dependence on cars that much more necessary which increases traffic pressure
To boot, Ward 4 has more car dealerships than any other ward– a result of zoning choices. And who does that planning decision benefit?
As your city council representative, I will fight for safer pedestrian crossings and infrastructure, alternatives to personal motorized vehicle travel, improved public transit and mass transit between localities.

Decisions Made with Ward 4, Not to It

Decisions may be made at the council level, but it's the community who lives with them.

The people deserve a real voice in the process — and I want to be that voice for Ward 4.

City Council currently has no formal mechanism to respond to public comment — there's no real or meaningful dialogue between residents and representatives.
Growth isn't inevitable — it's a choice, and the people living through it must have a say in how it happens and who benefits.

As your city council representative I will:

Commit to regular town halls in Ward 4, in English and Spanish, as well as show up at bus stops, tienditas, and community events — not just council chambers.
Provide full transparency on votes and who's applying pressure behind the scenes.

Built to Last, Not Built to Extract

Real investments in our city mean choosing lasting projects — permanently affordable housing, fully funded schools every year, sustainable growth rooted in climate resiliency — over short-term thinking disguised as fiscal responsibility.

Housing for the People who live Here

Community Land Trusts take land permanently off the speculative market
Affordable not for a lease cycle, but for generations.

Growing like Winchester, not like NoVA looks like

Fighting for tree canopy requirements and green infrastructure incentives treat sustainability as long-term investment in our future.
Sustainable growth means development accountable to the community it changes — not Northern Virginia–style sprawl and development
and so much more, with your ideas and feedback!

The decisions may be made at the council level, but it is the community who will live with those decisions. Therefore, the people must have a real voice in the decision-making process.
